<p><span style="font-weight: 400;">In comments reported by NBC News, Trump said he expects to meet Kim but did not provide a specific date or location. The potential meeting would bring the two leaders together again after several high-profile encounters during Trump’s first term, including summits in Singapore and Vietnam and a meeting at the Korean Demilitarized Zone.</span></p>
<p><span style="font-weight: 400;">Any renewed talks would come with major issues still unresolved. North Korea has continued developing its nuclear weapons and missile programs, while negotiations over denuclearization have remained stalled for years.</span></p>

		<content:encoded><![CDATA[<p>(WBAP/KLIF) &#8212; OXNARD, Calif. (AP) — The Dallas Cowboys arrived at training camp looking for answers at left tackle. They might depart Southern California with questions at right tackle.</p>
<p>While Tyler Guyton has built on a strong offseason to take hold of one of the most important positions in football, Terence Steele’s recent struggles have offensive coordinator Klayton Adams trying to get more from his incumbent on the right side.</p>
<p>“I would say it’s been up and down,” Adams said of Steele’s performance over the past three weeks. “He’s a guy that’s going into year seven, and he’s never going to ask for a day off, and he’s never going to ask for a break. So we’re just searching for ways to help him, and help him play at his best and most consistent.”</p>
<p>Steele has been a stalwart since the Cowboys signed him as an undrafted free agent out of Texas Tech in 2020, starting 91 games in six seasons. Over the past three years, he has played in every regular-season game.</p>
<p>However, coach Brian Schottenheimer was critical of Steele’s pad level and ability to set the edge over a stretch of practices that included joint workouts with the Los Angeles Rams and New Orleans Saints.</p>
<p>“He needs to be better,” Schottenheimer said.</p>
<p>At the same time, backup Nate Thomas has moved from left tackle to right tackle with the second unit. Going into his third season out of Louisiana-Lafayette, Thomas had been the player the Cowboys hoped would compete with Guyton to start on the left side but never progressed to where he meaningfully challenged Guyton.</p>
<p>The switch was intended to allow Thomas and rookie fourth round pick Drew Shelton to continue preparing for possible swing tackle duties, but in a program where the mantra is “compete every day,” it could also be a message to Steele.</p>
<p>“That’s the only (position) you asked me about, so that’s the only one I’m going to speak to,” Schottenheimer said.</p>
<p>While Steele needs to improve, Guyton has been praised by teammates and coaches for the steps he has taken going into his third season. The No. 29 overall selection out of Oklahoma in 2024, Guyton addressed his fitness in an effort to avoid the injuries that limited him previously.</p>
<p>Left guard Tyler Smith has seen Guyton improve his diet and devote more time to training and recovery.</p>
<p>“I really think he took a step back and, like, saw what he needed to get better at. He truly attacked that on all fronts,” Smith said.</p>
<p>Guyton also worked on refining the “grown man strength” that he needs to sustain the high level of play he has demonstrated at times.</p>
<p>“It’s not just being strong. You’re thinking like super-duper strong, and you know the guys that we’re blocking, (those) players are freaks of nature themselves. So, being able to sustain that for a whole play and a whole game, and that last 10% of a drive, that’s where that extra strength kicks in,” he said.</p>
<p>Offensive line coach Conor Riley expects Guyton to make more progress toward maximizing his potential this season, especially if he can stay on the field.</p>
<p>“I believe that he’s beginning to recognize that,” Riley said. “Along with that, it’s not putting too much stress on himself to be there right now. It’s putting pressure on himself to continue to move forward every single day. But I say there’s a difference between stress and pressure. Stress is things you can’t control, pressure is things you can control. So he’s doing a better job with that.”</p>

Greg Abbott is calling for new restrictions to limit foreign influence in Texas public schools, including a proposed ban on H-1B visa workers in K-12 education.</p>
<p>Abbott <a href="https://www.dailysignal.com/2026/08/18/abbott-moves-to-block-foreign-influence-in-texas-classrooms/">unveiled</a> the initiative on Tuesday, saying foreign governments and entities connected to them should have no influence over what Texas students are taught.</p>
<p>“Our obligation is to educate students on how and why 13 colonies were able to come together, form a union, and go on to be the most successful and greatest country in history,” Abbott said, per the Daily Signal. “Those standards of what we are teaching our children, they’re being compromised by foreign influence. We cannot condone the quiet indoctrination of our children in the classroom.”</p>
<p>The governor&#8217;s proposal would require legislative action when lawmakers return next year.</p>
<h2>What Abbott Is Proposing</h2>
<p>Under the plan, Texas public schools would be prohibited from accepting gifts or entering into partnerships and other financial arrangements with foreign governments or entities they own, fund, or act through.</p>
<p>The proposal is intended to prevent foreign entities from using financial support, educational partnerships or other arrangements to influence Texas schools or classroom instruction.</p>
<p>“Texas classrooms should be a safe place for students to learn, grow, and succeed, not a place for foreign entities to indoctrinate young Texans,” Abbott <a href="https://www.gregabbott.com/governor-abbott-announces-foreign-influence-ban-in-texas-public-schools/">said</a>. “There should be zero foreign influence in the education of our children. My proposal will shut the door on foreign money, materials, and partnerships in our K-12 schools.”</p>
<p>Abbott pointed to previous examples of foreign-funded educational programs as evidence of the need for additional restrictions.</p>
<h2>Foreign Funding in Texas Schools</h2>
<p>According to information cited by the Foundation for Defense of Democracies, Qatar Foundation International <a href="https://www.fdd.org/analysis/2026/05/13/in-texas-k-12-public-schools-qatari-money-funded-jewish-conspiracy-content/">provided</a> Austin ISD with $462,000 between 2016 and 2022 to support Arabic language and culture instruction.</p>
<p>The organization reported that Qatar Foundation International also funded Arabic instructors at Austin High School and Burnet Middle School, as well as curricular materials and instructional resources.</p>
<p>The foundation said some materials used by Austin ISD included textbooks and workbooks from Saudi Arabia, the United Arab Emirates, Kuwait, Egypt, and Qatar.</p>
<p>Similar concerns were raised regarding Houston ISD. The Foundation for Defense of Democracies reported that Qatari funding supported the Arabic Language and Culture program at the Arabic Immersion Magnet School.</p>
<p>A 2015 agreement also allowed Qatar Foundation International staff and consultants to observe classroom instruction, according to documents cited by the organization.</p>
<p>Abbott&#8217;s proposal would expand restrictions on such financial relationships between Texas public schools and foreign entities.</p>
<h2>Abbott Targets H-1B Visas in Schools</h2>
<p>The initiative also calls for a complete ban on H-1B workers in Texas public schools.</p>
<p>Abbott said the goal is to ensure that jobs in Texas public schools are available to Texans rather than being filled through the federal temporary worker program.</p>
<p>“Exactly zero Texas public school employees should be here on H-1B visas,” Abbott said, according to the Daily Signal.</p>
<p>The governor&#8217;s proposal follows an earlier directive that <a href="https://www.texastribune.org/2026/08/18/texas-public-schools-h1b-visa-ban-proposal/">froze</a> new H-1B visa petitions by state agencies and public universities. That directive did not apply to K-12 school districts.</p>
<p>Abbott said the new legislation would apply to both existing H-1B workers and future applicants employed by Texas public schools.</p>
<h2>School Districts Use H-1B Workers for Teacher Shortages</h2>
<p>Some Texas school districts use H-1B visas to fill positions where they say there are critical shortages, including bilingual education and special education.</p>
<p><strong>Dallas ISD</strong> has been one of the largest users of the program. Federal data show 230 H-1B approvals for the district in 2025, while other reporting has <a href="https://www.texastribune.org/2026/08/18/texas-public-schools-h1b-visa-ban-proposal/"> identified</a> 171 current H-1B visa holders employed by Dallas ISD.</p>
<p>Dallas ISD said it hires educators from outside the country only for critical shortages identified by the Texas Education Agency and that each educator is certified by the state.</p>
<p>“If the governor’s new expectation is to eliminate these teachers, then we’re going to need more Texans in the teaching pipeline,” the district said in a statement, The Texas Tribune reported.</p>
<p>Texas public school districts <a>Proposal Would Require Legislative Approval</h2>
<p>The Legislature will have to <a href="https://www.texastribune.org/2026/08/18/texas-public-schools-h1b-visa-ban-proposal/">approve</a> the proposed restrictions before Abbott could sign them into law.</p>
<p>Abbott&#8217;s proposal comes as his administration and the Trump administration have taken a broader focus on the use of H-1B visas. Federal officials have faced criticism from the administration over employers&#8217; use of the program and allegations that foreign workers can be used to replace American workers.</p>
<p>H-1B applications are federally reviewed and approved, meaning Texas legislation would address the use of those workers specifically within the state&#8217;s public school system.</p>
<p>Abbott said the broader objective is to prevent foreign governments and foreign-backed organizations from influencing Texas education.</p>
<p>“Bottom line is, foreign influence of any kind has no place in our classrooms,” Abbott <a href="https://www.dailysignal.com/2026/08/18/abbott-moves-to-block-foreign-influence-in-texas-classrooms/">said.</a> “We will achieve that goal.”</p>

<p>Frederick Spears, 57, was found guilty by a Tarrant County jury in the killing of 53-year-old Mary Spears. Jurors reached their verdict in about 17 minutes.</p>
<p>The case was prosecuted by Tarrant County Assistant District Attorneys Chase Payne and Allenna Bangs.</p>
<p>“The jury spoke for Tarrant County, returning their verdict in a mere 17 minutes,” District Attorney Phil Sorrells <a href="https://www.facebook.com/photo/?fbid=1367334428878344&amp;set=a.170517191893413">said</a>. “We stand with victims and we hold violent criminals accountable.”</p>
<h2>Estranged Wife Killed Outside Arlington Home</h2>
<p>Prosecutors said Spears killed Mary Spears on September 22, 2025, outside her home in the <a href="https://www.google.com/maps/place/1000+Shortleaf+Pine+Dr,+Arlington,+TX+76012/@32.7554268,-97.1211036,17z/data=!4m5!3m4!1s0x864e7dbc41e7632d:0x4a44e6ffcf7bc324!8m2!3d32.7567577!4d-97.1182926?entry=ttu&amp;g_ep=EgoyMDI2MDgxMC4wIKXMDSoASAFQAw%3D%3D">1000 block of Shortleaf Pine Drive</a>.</p>
<p>An emergency protective order had been <a href="https://www.facebook.com/photo/?fbid=1367334428878344&amp;set=a.170517191893413">issued</a> against Spears days earlier after he was accused of threatening family members with kitchen knives. Despite the order, prosecutors said Spears purchased a knife and a saw kit and waited in the backyard near the side of the home for Mary to come outside.</p>
<p>Payne described the items as a “murder kit” during the trial.</p>
<p>When Mary stepped outside, Spears attacked her, prosecutors said. She attempted to defend herself but was forced to the ground and suffered multiple stab wounds, including a fatal wound to her heart.</p>
<p>Her son later found her unresponsive in the backyard.</p>
<p>“She was slaughtered and left for dead,” Bangs told jurors.</p>
<p>Bangs also said Spears had previously made threats against Mary.</p>
<p>“He made good on the promise he had been making (to Mary) for years,” Bangs said. “He always said, ‘I’m going to kill you.’”</p>
<p>Mary Spears&#8217; son, Ashton, previously told WFAA that he wanted people to <a href="https://www.wfaa.com/article/news/crime/arlington-stabbing-death-frederick-spears-mary-domestic-violence/287-236e35c2-cb7b-4307-82b5-0abac68da281">remember</a> his mother for the person she was.</p>
<p>“I just want everyone to know how good of a woman she was,” he said.</p>
<h2>Spears Had Been Arrested Days Before Killing</h2>
<p>Spears had been arrested shortly before the killing on allegations that he threatened family members with knives.</p>
<p>After being released on bond, an Arlington police officer drove Spears to Mary’s home at his request so he could retrieve his vehicle, according to previous reporting. The bond conditions prohibited him from contacting his family.</p>
<p>Spears eventually left the property. Several days later, he returned and attacked Mary.</p>
<p>The Arlington Police Department has <a href="https://www.fox4news.com/news/arlington-man-sentenced-after-buying-murder-kit-before-killing-estranged-wife">said</a> it was reviewing its policy regarding how officers transport suspects who have been released from custody.</p>
<h2>Spears Arrested After Wife&#8217;s Killing</h2>
<p>After Mary was killed, authorities <a href="https://www.facebook.com/photo/?fbid=1367334428878344&amp;set=a.170517191893413">found</a> Spears hiding behind an Arlington church.</p>
<p>When officers approached him, prosecutors said he began stabbing himself and attempted to attack a police K-9. Officers intervened, transported him to a hospital, and took him into custody.</p>
<p>The investigation was conducted by the Arlington Police Department, the U.S. Marshals Service, and Tarrant County District Attorney Investigator Darla Dowell.</p>
<p>Spears&#8217; conviction for capital murder resulted in an automatic sentence of life in prison without the possibility of parole.</p>

<p>The move temporarily eases another potential escalation between the two longtime trading partners, but significant details of the agreement remain unresolved.</p>
<h2>Tariffs Delayed for Three Days</h2>
<p>Trump announced the pause in a post on Truth Social Tuesday night.</p>
<p>“I have paused the 50% Tariffs against Canada, that were scheduled to kick in tomorrow morning for a three-day period, based on the fact that Canada and the U.S.A., subject to the finalization of documents, have a DEAL!” Trump wrote.</p>
<p>A White House proclamation signed August 18 formally <a href="https://www.whitehouse.gov/presidential-actions/2026/08/temporary-suspension-of-additional-duties-to-offset-canadian-discrimination-against-the-commerce-of-the-united-states-with-respect-to-alcoholic-beverages-dairy-and-motor-vehicles/">moved</a> the effective date of the additional duties from August 19 to August 22 at 12:01 a.m. Eastern time.</p>
<p>The proposed tariffs would <a href="https://apnews.com/article/tariffs-trump-canada-usmca-trade-aae597c22617bec7a99f670a2c787ef9">apply</a> to about $20 billion worth of Canadian goods, or roughly 5% of the products Canada ships to the United States each year. The affected products include items ranging from hockey sticks and wine to tongue depressors and other consumer and industrial goods.</p>
<p>The tariffs stem from what the Trump administration described as discriminatory Canadian trade measures affecting U.S. alcohol, dairy and motor vehicle exports.</p>
<h2>Canada Says More Work Remains</h2>
<p>Canadian Prime Minister Mark Carney <a href="https://x.com/MarkJCarney/status/2089917753620578567?s=20">confirmed</a> that the two countries agreed to the three-day delay but offered a more cautious assessment of the negotiations.</p>
<p>“Substantial progress has been made, although there is important work still to be done,” Carney said in a statement Tuesday night.</p>
<p>Carney and Trump spoke twice by phone over the previous two days, including a call Tuesday afternoon, as negotiators <a href="https://www.cnbc.com/2026/08/19/trump-canada-tariffs-deal-carney.html">worked</a> to bridge remaining differences.</p>
<p>A White House proclamation <a href="https://www.whitehouse.gov/presidential-actions/2026/08/temporary-suspension-of-additional-duties-to-offset-canadian-discrimination-against-the-commerce-of-the-united-states-with-respect-to-alcoholic-beverages-dairy-and-motor-vehicles/">said</a> Canada had expressed a commitment to remove measures the Trump administration considers discriminatory toward U.S. alcohol, dairy and motor vehicle exports.</p>

<h2>What Could Be in the Deal?</h2>
<p>Trump has offered few specifics about the agreement, but his comments <a href="https://www.cnbc.com/2026/08/19/trump-canada-tariffs-deal-carney.html">suggested</a> that several issues could be addressed.</p>
<p>Trump indicated that changes involving Canadian tariffs on U.S. automobiles could be part of the deal. He also suggested Canadian tariffs affecting U.S. farmers could be reduced or eliminated.</p>
<p>“We’ve got to give something,” Trump said Wednesday, CNBC reported. “They were paying a high number, we’re reducing it a little bit, it’s good for everybody.”</p>
<p>Trump also raised the possibility of reviving the Keystone XL pipeline, which was intended to carry oil from Alberta to Nebraska before the project was canceled in 2021.</p>
<p>“The great Keystone XL Pipeline, long ago killed by Sleepy Joe Biden, may be awoken from the grave!” Trump <a href="https://truthsocial.com/@realDonaldTrump/117119761850520698">wrote</a>.</p>
<p>The president did not specifically mention Keystone XL when speaking with reporters Wednesday.</p>
<p>U.S. Trade Representative Jamieson Greer <a href="https://www.cnbc.com/2026/08/19/trump-canada-tariffs-deal-carney.html">said</a> the negotiations had eliminated some of the disputes that had complicated the relationship between the two countries.</p>

<p>More than two dozen Texas families <a href="https://www.aclutx.org/app/uploads/2026/08/10C-SCOTUS-Petition.pdf">filed</a> a joint petition Monday seeking review of two cases challenging Senate Bill 10: <em>Nathan v. Alamo Heights Independent School District</em> and <em>Cribbs Ringer v. Comal Independent School District</em>. The petition asks the Supreme Court to summarily reverse the rulings, vacate and remand them, or take up the constitutional questions itself.</p>
<p>The full 5th U.S. Circuit Court of Appeals upheld the law in Nathan in a 9-8 decision on April 21. The appeals court then relied on that ruling to reverse a preliminary injunction in Cribbs Ringer on May 29.</p>
<p>Texas Attorney General Ken Paxton (R-Texas), whose office defended the law, <a href="https://www.texasattorneygeneral.gov/news/releases/attorney-general-ken-paxton-successfully-defends-sb-10-and-ensures-ten-commandments-are-displayed">praised</a> the April ruling as “a major victory for Texas and our moral values.” Paxton said the Ten Commandments have had a profound impact on the nation and argued that students should learn from them.</p>

<h3>What Texas Law Requires</h3>
<p>Gov. Greg Abbott (R-Texas) signed <a href="https://capitol.texas.gov/tlodocs/89R/billtext/html/SB00010F.htm">Senate Bill 10</a> on June 20, 2025, and the law took effect September 1. It requires every public elementary and secondary school to display a durable poster or framed copy of the Ten Commandments in a conspicuous place in each classroom.</p>
<p>The display must measure at least 16 inches wide and 20 inches tall, contain only the text specified by the Legislature, and use lettering readable by a person with average vision from anywhere in the classroom.</p>
<p>Schools must accept privately donated displays that meet the statutory requirements. Districts may also use district funds to buy compliant copies, but the law does not require them to make such purchases. SB 10 also directs the attorney general to defend schools against claims arising from compliance with the law and makes the state responsible for resulting expenses, costs, judgments or settlements.</p>
<p>As previously <a href="https://dallasexpress.com/education/texas-schools-to-embrace-ten-commandments-under-paxtons-legal-advisory/">reported</a> by <em>The Dallas Express</em>, Paxton issued a legal advisory last October telling Texas public schools to comply with SB 10 and pledging that his office would defend districts facing legal challenges over the displays.</p>

<h3>Why the 5th Circuit upheld SB 10</h3>
<p>The constitutional dispute centers on how courts should treat a 1980 Supreme Court decision after the high court later changed its Establishment Clause framework.</p>
<p>In<em> Stone v. Graham</em>, the Supreme Court struck down a Kentucky law requiring Ten Commandments displays in public school classrooms. That decision relied on the legal framework associated with <em>Lemon v. Kurtzman</em>.</p>
<p>The Supreme Court abandoned that approach in its 2022 <a href="https://www.supremecourt.gov/opinions/21pdf/21-418_i425.pdf">decision</a> in <em>Kennedy v. Bremerton School District</em>, directing courts to interpret the Establishment Clause by reference to historical practices and understandings.</p>
<p>Applying that standard, the 5th Circuit majority <a href="https://www.texasattorneygeneral.gov/sites/default/files/images/press/Opinion_1.pdf">concluded</a> that SB 10 does not share the features of a government establishment of religion at the nation&#8217;s founding. The majority emphasized that the law does not require students to pray, recite the Ten Commandments, profess belief in them, or affirm their religious origin.</p>
<p>The court also rejected the families&#8217; Free Exercise Clause claims, finding that the classroom displays did not substantially burden their religious exercise. The majority reversed the district court, vacated its preliminary injunction and ordered dismissal of the plaintiffs&#8217; Establishment Clause and Free Exercise claims.</p>

<h3>Why the Challengers want Supreme Court Review</h3>
<p>The families, who come from Christian, Jewish, Hindu, Baha&#8217;i, Unitarian Universalist and nonreligious backgrounds and attend 22 Texas school districts, argue that the 5th Circuit lacked authority to treat Stone as effectively displaced when the Supreme Court has never expressly overruled it.</p>
<p>Their petition asks whether the Establishment Clause permits a state to mandate a permanent, government-selected Ten Commandments display in every public-school classroom and whether such displays burden parents&#8217; and children&#8217;s religious freedom.</p>
<p>The ACLU and its allies also argue that the required displays interfere with parents&#8217; ability to direct their children&#8217;s religious upbringing. “In our country, no legislature can force its preferred scripture on public school students and families,” ACLU National Legal Director Cecillia Wang said in the group&#8217;s <a href="https://www.aclu.org/press-releases/texas-families-urge-u-s-supreme-court-to-take-case-on-texas-law-requiring-ten-commandments-in-public-school-classrooms">announcement</a> Monday.</p>

<h3>Fight Could Reach Beyond Texas</h3>
<p>The petition says legislatures in two dozen states have enacted or considered measures involving Ten Commandments displays in public schools during the past two years, giving the Texas dispute potential consequences beyond the state.</p>
<p>The Supreme Court has not decided whether it will hear the cases. For now, the 5th Circuit rulings leave SB 10 in force in Texas while the challengers seek review from the nation&#8217;s highest court.</p>

		<content:encoded><![CDATA[<figure><img src="https://dallasexpress.com/wp-content/uploads/2026/08/Penn-State-Frat-Cocaine-Charges-Images-by-Pennsylvania-Office-of-Attorney-Generalpress-release-compilation-by-DX.jpg" alt="Penn State Fraternity Pledges Allegedly Cut, Packaged Cocaine As ‘Indoctrination’; 14 Charged"><figcaption>Penn State Frat Cocaine Charges Images by Pennsylvania Office of Attorney Generalpress release; compilation by DX.</figcaption></figure><p>Pennsylvania prosecutors <a href="https://www.attorneygeneral.gov/taking-action/ag-sunday-state-college-police-announce-charges-against-14-people-in-cocaine-trafficking-ring-involving-penn-state-u-students-fraternities/">charged</a> 14 people in connection with an alleged cocaine-trafficking operation tied to Penn State University students and two fraternities, with a grand jury presentment <a href="https://www.attorneygeneral.gov/wp-content/uploads/2026-08-17-Opr-Drugs-Unlimited-Crim-Complaint_opt.pdf">alleging</a> that fraternity pledges helped cut and package bulk cocaine for distribution.</p>
<p>Thirteen of the defendants were Penn State students at or around the time of the alleged conduct in 2023 and 2024, and at least four are current students. The 14th defendant is the father of one of the students, according to the Pennsylvania Office of Attorney General.</p>
<p>Pennsylvania Attorney General Dave Sunday (R) said Agostino Abbatiello and Thomas Robinson served as the operation’s main suppliers, regularly obtaining large quantities of cocaine from Philadelphia and New York. Investigators allege the drugs were cut and packaged primarily at the off-campus Delta Upsilon and Sigma Chi fraternity houses and distributed mainly to Penn State students.</p>
<p>“In fact, according to the evidence uncovered, cutting and packaging cocaine was, for some pledges, an indoctrination into the fraternities,” Sunday said in an August 17 news release.</p>

<h3>Grand Jury Describes Bulk Cocaine Purchases</h3>
<p>The grand jury presentment alleges Robinson bought cocaine from Abbatiello in increasingly large quantities, including 500 grams for $18,000 and one kilogram for $22,000.</p>
<p>A photo on Robinson’s phone dated March 19, 2024, showed several Delta Upsilon pledges assisting Robinson with packaging cocaine into smaller baggies for distribution, according to the presentment. The document also says several pledges were used to package another cocaine purchase into half-gram bags for sale.</p>
<p>Lars Zeepvat, a Sigma Chi fraternity brother charged in the case, testified that Abbatiello would bring cocaine to Sigma Chi and have fraternity brothers and pledges help prepare and package it for resale, according to the presentment. Zeepvat also told the grand jury that Abbatiello was purchasing about 100 grams of cocaine from a New York source every three to six weeks.</p>
<p>The presentment says Abbatiello continued distributing cocaine among friends as recently as February 2026. He <a href="https://www.attorneygeneral.gov/taking-action/update-ringleader-of-student-fraternity-cocaine-trafficking-organization-surrenders-denied-bail/">surrendered</a> Tuesday morning after failing to appear for a scheduled arraignment Monday, and a district judge denied him bail, according to the attorney general’s office.</p>
<p>Abbatiello, Robinson and two other defendants face charges including felony corrupt organizations, conspiracy, dealing in proceeds of unlawful activity and related offenses. A fifth defendant faces felony conspiracy and criminal use of a communication facility, while eight others face misdemeanor possession and paraphernalia counts.</p>
<p>Paul Robinson, Thomas Robinson’s father, faces felony tampering and hindering apprehension charges for allegedly taking steps to conceal evidence, including a safe containing drugs and cash, and obstructing the investigation.</p>

<h3>Penn State, Fraternities Respond</h3>
<p>Penn State placed Delta Upsilon on interim <a href="https://www.attorneygeneral.gov/taking-action/update-ringleader-of-student-fraternity-cocaine-trafficking-organization-surrenders-denied-bail/">suspension</a> after the charges were announced and said it would review the fraternity through its organizational conduct process. The university said Sigma Chi is not a recognized organization and operates outside Penn State’s support and oversight.</p>
<p>“We are horrified by these serious allegations against current and former students,” Vice President for Student Affairs Andrea Dowhower said in a university statement. Penn State said it would cooperate with law enforcement and pursue separate student conduct proceedings for current students.</p>
<p>Delta Upsilon Executive Director Justin Kirk said people accused in the case with ties to Delta Upsilon had been expelled or suspended if they had not resigned. Sigma Chi Executive Director Michael Church said the three charged members had been <a href="https://www.attorneygeneral.gov/taking-action/update-ringleader-of-student-fraternity-cocaine-trafficking-organization-surrenders-denied-bail/">suspended</a> and the chapter’s operations were placed on interim suspension, The Associated Press reported.</p>
<p>The charges remain allegations. All defendants are presumed innocent unless and until proven guilty.</p>

<p>The proposal, unveiled on August 19, 2026, would clarify that the refunded portions of certain individual income tax credits qualify as federal public benefits under the Personal Responsibility and Work Opportunity Reconciliation <a href="https://www.congress.gov/bill/104th-congress/house-bill/3734/text">Act</a> of 1996, according to a Treasury <a href="https://home.treasury.gov/news/press-releases/sb0608">announcement</a>.</p>
<p>Under that law, only U.S. citizens, U.S. nationals, and qualified aliens are permitted to receive federal public benefits. Qualified aliens include lawful permanent residents, asylees, refugees, and certain other categories defined under the statute.</p>
<blockquote><p><strong>&#8220;Under President Trump, the days of illegal aliens collecting taxpayer-funded benefits are over. The federal law is clear, and Treasury is enforcing it,&#8221;</strong> said Treasury Secretary Scott Bessent. <strong>&#8220;American taxpayers should not be forced to foot the bill for benefits going to those who are barred by law from receiving them. These proposed regulations end the abuse, protect the integrity of the tax system, and put Americans first.&#8221;</strong></p></blockquote>
<p>The proposed regulations follow a legal analysis by the Department of Justice&#8217;s Office of Legal Counsel, which concluded that the refunded portions of the affected credits constitute federal public benefits.</p>
<h2>Affected Credits</h2>
<p>The rules would apply to four individual income tax credits: the <a href="https://adoptionsupport.org/resource/blog/the-adoption-tax-credit-now-refundable-a-victory-for-families-and-children/?utm_source=google&amp;utm_medium=cpc&amp;utm_campaign=24054727400&amp;utm_adgroup=&amp;utm_keyword=&amp;utm_term=&amp;gad_source=1&amp;gad_campaignid=24049780734&amp;gbraid=0AAAAABMMJ5wDEvhAT9Nl3f7yv3sc3gbYJ&amp;gclid=CjwKCAjwqJXUBhBNEiwA8BgG7tnV9O45YoSQf5-f8NPMj3ULk-IsUd4dhmPo5zsqnIUob4SLapMsBhoC0YsQAvD_BwE"><strong>adoption tax credit</strong></a>, the <a href="https://taxpolicycenter.org/briefing-book/what-child-tax-credit"><strong>child tax credit</strong></a>, the <a href="https://www.fidelity.com/learning-center/personal-finance/american-opportunity-credit"><strong>American opportunity tax credit</strong></a>, and the <a href="https://www.schwab.com/learn/story/what-is-earned-income-tax-credit"><strong>earned income tax credit</strong></a>.</p>
<p>To claim the refunded portion of any affected credit, a taxpayer would have to be a U.S. citizen, U.S. national, or qualified alien as of the date the return first claiming the credit is filed. The taxpayer would also be required to declare eligibility under penalty of perjury on the return. On joint returns, only one spouse would need to meet the eligibility standard.</p>
<p>Only the refunded portion of the affected credits would be treated as a federal public benefit. That portion is defined as the total of the affected refundable credits that exceeds the taxpayer&#8217;s income tax liability for the year. A taxpayer who does not qualify for the refunded portion may still claim any portion of the credit that offsets income tax liability.</p>
<blockquote><p>&#8220;Refundable tax credits, like the Earned Income Tax Credit (EITC), were enacted to help low-to-middle-income American families and workers receive critical financial support,&#8221; said IRS Chief Executive Officer Frank J. Bisignano. &#8220;Today&#8217;s proposed regulations ensure that federally funded benefits are reserved for eligible taxpayers and protect the integrity of every taxpayer dollar.&#8221;</p></blockquote>
<p>The rules would take effect for tax years ending on or after the date the regulations are published in final form. The Treasury and the IRS <a href="https://www.federalregister.gov/public-inspection/2026-16985/application-of-the-personal-responsibility-and-work-opportunity-reconciliation-act-to-the-refunded">said</a> they will accept public comments and requests for a public hearing, with instructions included in the proposed regulations.</p>

<p>Both students, identified by sources as <strong>sixth graders</strong>, were okay after the incident, according to Dallas ISD.</p>
<p>Police have not identified the driver or vehicle involved and are searching for surveillance video and photographs that could help identify the suspect.</p>
<h2>Students Hit While Crossing Street</h2>
<p>The crash happened as the students were on their way to school. Several Dallas ISD campuses, including elementary, middle and high schools, are located near the intersection.</p>
<p>Authorities have not released the students&#8217; names or additional information about their injuries. It was also not immediately clear whether they were walking or riding bicycles or scooters.</p>
<p>Dallas ISD police said the investigation remains ongoing.</p>

<h2>Residents Have Warned of Traffic Dangers</h2>
<p>Rachel Feig, who lives near Abrams Road in the Junius Heights Historic District, <a href="https://www.fox4news.com/news/two-dallas-isd-students-struck-possible-hit-and-run-way-school">said</a> she has repeatedly raised concerns about children crossing the busy roadway.</p>
<p>“I said, ‘I am concerned that a child is going to get hurt or killed trying to cross Abrams to get to school,’” Feig told FOX 4. “Now here we are.”</p>
<p>Feig <a href="https://www.wfaa.com/article/news/local/dallas-county/police-seek-driver-after-2-dallas-isd-middle-schoolers-hit-by-car-on-the-way-to-school/287-d72659dc-b32a-4b6e-a4c6-47631f9b7922?fbclid=IwY2xjawTyoYlwZG9mBWV4dG4DYWVtAjExAHNydGMGYXBwX2lkEDIyMjAzOTE3ODgyMDA4OTIAAR6yBBSdZywEKfQ3gXc6nEb6wACTvflXOL9bREPMTM_AvvCWnmf3bWdSTPJxFA_aem_q7mtu_0PeCAp6cbepHdhJg">said</a> her home has been damaged by vehicles several times, including crashes in 2023 and 2025. She recently installed a reinforced fence around her property after what she described as continued problems with erratic drivers.</p>
<p>She said residents have asked the city for measures including protected crosswalks, a crossing guard and protected bike lanes.</p>
<p>Feig also shared images of crashes that occurred near her home Monday night and Tuesday morning.</p>
<h2>Neighbors Want Safety Measures</h2>
<p>Barbara Cohen, another area resident, <a href="https://www.wfaa.com/article/news/local/dallas-county/police-seek-driver-after-2-dallas-isd-middle-schoolers-hit-by-car-on-the-way-to-school/287-d72659dc-b32a-4b6e-a4c6-47631f9b7922?fbclid=IwY2xjawTyoYlwZG9mBWV4dG4DYWVtAjExAHNydGMGYXBwX2lkEDIyMjAzOTE3ODgyMDA4OTIAAR6yBBSdZywEKfQ3gXc6nEb6wACTvflXOL9bREPMTM_AvvCWnmf3bWdSTPJxFA_aem_q7mtu_0PeCAp6cbepHdhJg">said</a> speeding remains a persistent problem despite police presence.</p>
<p>“We also have police officers who sit right in front of my house who pull over speeders, and there are so many people speeding that they cannot even catch them all,” Cohen said, per WFAA.</p>
<p>Residents have met with Councilmember Paul Ridley and the city&#8217;s Department of Transportation and Public Works, including meetings last year and in June, according to the information provided.</p>
<p>Residents said they want additional traffic-calming measures, protected crosswalks and protected bike lanes.</p>
<p>“I just feel like I&#8217;m on this treadmill just going, going, just running around in circles,” Cohen said. “We do get conversation, but nothing seems to change.”</p>
<p>Feig said residents believe the available evidence demonstrates a need for action.</p>
<p>“What does it take?” she said, WFAA reported. “Multiple accidents &#8230; they&#8217;ve done a traffic study to show that people are speeding on this road. We have the data, so I don&#8217;t really understand why it takes for a child to get hurt in order to do something about it.”</p>
<h2>Police Searching for Evidence</h2>
<p>Dallas ISD police are <a href="https://www.fox4news.com/news/two-dallas-isd-students-struck-possible-hit-and-run-way-school">asking</a> for surveillance footage or photographs that may have captured the vehicle involved in the crash.</p>
<p>The investigation remains active, and authorities have not announced whether a suspect or vehicle has been identified.</p>
