A Hurst tattoo parlor follows the lead of Shelley Luther and opens ahead of schedule in defiance of Governor Abbott’s executive orders. The City of Hurst didn’t want a Shelley 2.0, so they sent the parlor a “friendship letter”, asking them politely to please remain closed! What should happen if the parlor remains open?
