The Naval Criminal Investigative Service (NCIS) is investigating the matter according to a Marine spokesman. C-4 is one of the most powerful manufactured explosives. A single pound can blow up a vehicle when detonated.
Meantime, also missing from a National Guard Armory in Bell, California, is a combat-ready Humvee which officials say was stolen on January 15. A $10,000 reward is being offered for its recovery.

The FBI Field Office in LA says the four-door military vehicle is colored in green camouflage and has a battalion number, 40TH BSB, printed on the vehicle. It also has the bumper number 40BSBHQ6 and its administrative number is WV57TO-HQ06/M1165A1. The registration number for the Humvee is NZ311R.
