Irving Man Faces Capital Murder Charge

IRVING (WBAP/KLIF) – The Irving Police Department has arrested and charged 23-year-old
Arturo Santiago Pena-Almanza Jr. for the murder of 2-year-old Jeremiah Degrate Rios.
The child’s body was found Tuesday when officers responded to an unconscious person call.

During the investigation, detectives determined that Jeremiah’s death
was not an accident. Pena-Almanza was first arrested for Abandoning or Endangering
A Child, but while Investigators were interviewing him he confessed to
murdering Jeremiah by hitting him several times after to the child wiping feces on him.

Charges against Pena-Almanza were upgraded to Capital Murder of a Person under/10 years of age. Arturo is currently
at Dallas County Jail.
