
WASHINGTON (AP) — The head of the IRS is announcing a shake-up he says will improve taxpayer service and modernize the agency. In a letter to employees viewed by The Associated Press on Tuesday, IRS Chief Executive Officer Frank Bisignano said he is naming Gary Shapley, a whistleblower in the Hunter Biden tax investigations, as deputy chief of the agency’s Criminal Investigation division. The IRS is facing major tax law changes this year, like the “no tax on tips” provision. It also has a smaller workforce because of mass layoffs early last year.
