
Texas Gov. Greg Abbott has appointed longtime adviser Robert S. Howden as the state’s next Secretary of State, placing a veteran of four Republican gubernatorial administrations in one of Texas’ highest-profile government positions ahead of the 2026 midterm elections.
Abbott announced that Howden will become the 116th Texas Secretary of State, effective July 18, succeeding Jane Nelson.
“Robert Howden has served Texas with distinction in four Republican governors’ administrations,” Abbott said in a statement. “I have full confidence he will excel as Secretary of State. His experience in the legislative process and extensive public service have prepared him to protect the integrity of Texas elections and represent our state with strength on the global stage. Texas will benefit from his distinguished leadership.”
Chief Election Officer
As Texas’ Chief Election Officer, the Secretary of State assists county election officials and works to ensure election laws are applied consistently across the state. The office also provides legal guidance, certifies election procedures, supports local officials through election calendars and training, and oversees various election-related responsibilities.
The appointment comes as county election officials prepare for the 2026 midterm elections, managing deadlines for voter registration, ballots, voting equipment, and staffing.
Beyond elections, the Secretary of State maintains official business and commercial filings, publishes state rules and regulations, commissions notaries public, serves as keeper of the state seal, and attests the governor’s signature on official documents.
The office also serves as the governor’s senior adviser and liaison for Texas border and Mexican affairs and acts as the state’s chief international protocol officer.
Longtime State Government Veteran
Howden currently serves as a Senior Advisor and Director of Legislative Affairs in the Office of the Governor.
Before joining Abbott’s administration, he worked as an independent legislative and public affairs consultant.
His previous state government experience includes serving as communications director and senior adviser to former Gov. Rick Perry, where he also oversaw the Governor’s Task Force on Economic Development Growth.
Howden also previously led the National Federation of Independent Business Texas, served on the staff of former Gov. Bill Clements, and worked at the Texas Department of Commerce.
Outside of state government, he serves on the University of Texas Chancellor’s Council Executive Committee, has chaired the Texas Exes Legislative Committee, previously served on the Texas Exes Board of Directors, and sits on the Austin Club Board. He has also served on advisory boards for Helping Hand Home for Children and the Austin Junior League.
Howden earned a Bachelor of Science degree from the University of Texas at Austin.
Senate Confirmation Required
Under Texas law, the Secretary of State is appointed by the governor but must be confirmed by the Texas Senate. Until then, Howden will assume the duties of the office beginning Saturday.
