The parents of an 8-year-old girl who accused her former second-grade teacher of sexual abuse have filed a civil lawsuit against the Plano Independent School District, the principal of Brinker Elementary School, and the former teacher himself.
Lawsuit Targets District, Principal and Former Teacher
The suit, filed on behalf of the minor identified as Janie Doe, names Plano ISD, Brinker Elementary Principal Jennifer King, and Paul Campbell as defendants. It alleges gross negligence in the handling of earlier complaints about Campbell’s conduct.
According to the filing, Doe was a student in Campbell’s classroom during the 2025-26 school year. The lawsuit claims Campbell sexually assaulted and abused Doe and other second-grade girls on multiple occasions beginning September 1, 2025, and continuing through the school year.
Parents Allege Prior Reports of Inappropriate Touching Were Ignored
The complaint further alleges that Principal King received at least one report from another Brinker parent about inappropriate touching by Campbell prior to the alleged abuse of Doe. Despite that report, the suit claims King did not notify police or the Texas Education Agency and took no steps to investigate or increase supervision of the teacher.
In addition, the lawsuit states that another parent requested a transfer of their child out of Campbell’s classroom during the same period. King allegedly denied the request without examining the underlying concerns.
Doe’s parents argue that Plano ISD and King kept Campbell in a classroom with young students despite the warning signs and thereby failed to protect children in their care. The family seeks damages to be determined by a jury.
Campbell Faces Multiple Criminal Charges After Additional Victims Come Forward
Campbell, a 28-year employee of the district, was arrested July 8 on a charge of continuous sexual abuse of a child. An arrest warrant affidavit stated that the 8-year-old girl told her parents over the Fourth of July weekend that Campbell had touched her between her legs when she approached his desk to ask a question. Police later filed three additional charges of indecency with a child after more young victims came forward.
District Calls Alleged Conduct Reprehensible But Has Not Addressed Lawsuit
Plano ISD has described the alleged conduct as reprehensible and inconsistent with the district’s values, standards and expectations. In a statement, the district said any conduct that threatens student safety is unacceptable and that it continues to cooperate fully with the Plano Police Department investigation. District officials have not issued a specific response to the newly filed civil lawsuit.
Following Campbell’s initial arrest, the Plano ISD Board of Trustees voted unanimously to send notice of proposed termination of his contract. Campbell remains in the Collin County jail without bond. As with all criminal cases, the charges are allegations, and he is presumed innocent unless proven guilty in court.
