Two Texas teachers are facing separate criminal cases involving allegations of inappropriate conduct with minors, authorities announced Wednesday.
The cases involve different defendants, school districts, and investigations. One is a federal case against a former Muleshoe High School teacher, while the other involves a Callisburg ISD teacher arrested in Collinsville on a state charge of online solicitation of a minor.
Former Muleshoe Teacher Faces Federal Charge
On Wednesday, a federal grand jury in Lubbock indicted Allegra Fey Mora, 28, a former Muleshoe High School teacher, on a charge of enticement of a minor.
According to the indictment, Mora allegedly used a cellphone and other means of interstate and foreign commerce between October 2025 and May 2026 to persuade, induce, entice, or coerce a minor to engage in sexual activity.
Texas Rangers began investigating in June after receiving a report concerning alleged inappropriate sexual conduct between Mora and a 17-year-old Muleshoe High School student. Investigators conducted interviews, collected electronic evidence, and executed search warrants as part of the case.
Mora was arrested by state authorities earlier this year and released pending further state proceedings. If convicted of the federal charge, she faces a mandatory minimum sentence of 10 years and up to life in federal prison.
Callisburg Teacher Arrested In Separate Case
In an unrelated investigation, Collinsville police arrested Spencer Brewer on Wednesday after authorities say he communicated online with someone he believed was a 13-year-old girl.
The person was actually an adult decoy, according to police. Collinsville police said they were contacted by Expose Dat Predator (EDP), which had conducted an independent investigation involving the decoy.
After reviewing information and evidence provided to the department, police conducted their own investigation and obtained an arrest warrant charging Brewer with online solicitation of a minor. He was taken into custody in Collinsville.
Brewer is employed by Callisburg ISD, where he is a fourth-grade math teacher, according to local reporting. The district was notified of his arrest and said he was removed from campus and placed on administrative leave while the investigation continues.
EDP reports that the suspect also allegedly admitted to possession of child sexual abuse material involving infants.
Investigations Remain Separate
The two cases involve different alleged conduct and were investigated independently.
Mora’s case was investigated by the Texas Rangers with forensic assistance from Homeland Security Investigations-Dallas and is being prosecuted federally by the U.S. Attorney’s Office for the Northern District of Texas.
Brewer’s case was investigated by Collinsville police following information from the independent decoy operation. Police said that investigation remains ongoing.
Project Safe Schools Expands Federal Focus
Mora’s indictment represents the second case announced under Project Safe Schools, a federal initiative launched by the Northern District of Texas to address educator misconduct and improve transparency in public schools.
The initiative focuses on enforcing mandatory reporting requirements, holding educators and school officials accountable, and combating the practice known as “passing the trash,” in which educators accused or found to have engaged in misconduct move between schools without their history being disclosed.
Federal officials said the initiative is intended to strengthen student safety and encourage the reporting of suspected abuse or misconduct.
Both cases remain allegations. An indictment is not evidence of guilt, and all defendants are presumed innocent unless proven guilty beyond a reasonable doubt in court.
