The Department of War issued a legal waiver authorizing disclosures of unidentified anomalous phenomena (UAP) information to designated representatives of the Presidential Unsealing and Reporting System for UAP Encounters, also known as PURSUE.
The action aligns with President Trump’s mandate for comprehensive transparency on the topic. The waiver creates a protected channel for current and former Department of War service members, civilian personnel, and contractors to share UAP-related National Defense Information directly with PURSUE officials.
It overrides civil and administrative penalties in existing Non-Disclosure Agreements and Special Access Program Indoctrination Agreements, but only for communications routed to the PURSUE team. The measure applies inside the United States and clears the way for systematic review and potential declassification of historical and current UAP data.
Personnel with direct knowledge of UAP programs had previously cited risks of legal liability, clearance revocation, or administrative action under standard nondisclosure terms. The waiver eliminates those barriers for covered disclosures to PURSUE representatives.
The department announced the waiver on Monday.
