Halal-certified chicken served in a North Texas public-school district and a separate disclosure from a Central Texas district are raising questions about whether families know when cafeteria products meet Islamic dietary requirements and whether parents who object on religious grounds receive enough information to make an informed choice.
Wylie ISD acknowledged serving a halal-certified chicken patty at its elementary, intermediate and junior-high campuses. The district said the product came through the U.S. Department of Agriculture’s purchasing system, appeared alongside other entrée options and was not selected because of its religious designation.
The district discontinued the chicken patty in April 2026 following feedback from families and taxpayers and returned to a standard chicken patty.
The controversy raises a broader religious-freedom question: When public schools accommodate Islamic dietary requirements, what information and choices are available to Christian families who object to meat prepared under those requirements?
What halal slaughter requires
Halal is an Arabic term meaning permissible under Islamic law. For meat and poultry, certification can include religious requirements governing how animals are slaughtered.
Texas law explicitly defines halal food as food prepared and served according to Islamic religious requirements recognized by an Islamic authority.
Halal Transactions of Omaha, an American halal certification organization, states that Muslim slaughtermen pronounce the Tasmiyah prayer on each animal during slaughter.
The words include “Bismillah,” meaning “In the name of god,” and “Allahu Akbar,” meaning “god is greatest.”
The organization identifies the invocation as the Tasmiyah prayer and distinguishes the practice from conventional slaughter.
Gold Creek Foods, the manufacturer identified by Wylie ISD, markets halal-certified chicken patties specifically for the National School Lunch Program. The product’s published specifications identify it as halal and eligible for school meal programs.
The available documentation does not establish the precise slaughter procedure used for the individual patties served in Wylie. However, the district confirms the product carried halal certification.
Not every halal-certified food involves animal slaughter. Vegetables, grains and other products can qualify as halal without the slaughter invocation. The religious objection at issue concerns meat prepared under Islamic slaughter requirements.
Texas district admits: ‘We just, we didn’t know’
Wylie is not the only Texas school district where halal products have entered ordinary cafeteria operations.
During an April 20 board workshop, a Hays CISD nutrition official revealed that the district discovered some products it already served qualified as halal.
“A lot of the products that we actually serve are halal. We just, we didn’t know,” the official said.
The district did not identify the products during that discussion, so the statement does not establish whether they included halal-slaughtered meat.
Wylie ISD also acknowledged confusion surrounding its cafeteria menus, stating that previously published language did not accurately describe how its halal-certified chicken patty was offered.
The district said it had been responding to requests for greater meal variety and that the chicken was available alongside other entrées. It has since returned to a standard chicken patty.
The two cases show that products carrying Islamic dietary certification can enter school food programs without administrators necessarily knowing their certification status. They also raise questions about what families are told.
Christian leaders raise biblical objections
For some Christians, the issue extends beyond ingredients, nutrition or personal preference.
Pastor Miguel Bustillos, founder of The Children’s Bread Deliverance Ministry, addressed the question in a September 24 commentary published by The Christian Post.
“My conviction is that Christians should not fear halal food, but they should exercise discernment when they know meat was slaughtered with an Islamic invocation,” Bustillos wrote.
Bustillos cited Acts 15:29 and 1 Corinthians 8-10, passages addressing food associated with religious sacrifice and participation in worship outside Christianity.
He said he personally abstains from beef, lamb and chicken when he knows the animals were slaughtered with an Islamic invocation, while distinguishing deliberate consumption from unknowingly eating such meat.
Other Christian theologians interpret those passages differently.
Pastor John Piper has argued that Christians generally may eat halal meat because consuming the finished product does not necessarily constitute participation in Islamic worship. He cited Paul’s instructions in 1 Corinthians 10 concerning meat sold in markets and the distinction between eating food and participating in another religion’s worship.
The disagreement highlights why disclosure matters. Christian families who believe they should abstain cannot act on that conviction if they do not know whether the meat served to their children meets Islamic slaughter requirements.
Texas lawmakers pushed to expand halal meals
The issue extends beyond individual school purchasing decisions.
State Rep. Suleman Lalani (D-Sugar Land) introduced House Bill 625 during the 2025 legislative session, seeking to require every Texas public school district and open-enrollment charter school to provide a halal breakfast or lunch option upon a student’s or parent’s request.
Lalani also introduced HB 667, which proposed similar requirements for districts in counties with at least 2.1 million residents and adjacent counties, a provision that would have reached parts of North Texas.
Neither proposal became law.
The legislation sought to guarantee access to halal meals for Muslim students. It did not require every student to eat halal food or eliminate nonhalal alternatives.
However, the proposals raise a broader question about religious accommodation in taxpayer-funded schools: If schools must accommodate students seeking meat prepared according to Islamic religious requirements, should they also provide clear disclosure and alternatives for Christian students who object to those requirements?
Texas law already requires retailers selling both halal and nonhalal meat to label those products appropriately. The statute does not expressly impose an equivalent disclosure requirement on public-school cafeteria menus.
Wylie ISD’s experience shows why the distinction matters. Halal-certified meat reached regular school meal service without the district deliberately selecting it for religious reasons, and officials later discontinued the product following objections.
Neither district’s statements establish that Christian students were required to eat halal meat or denied alternative meals. The dispute instead centers on disclosure and religious conscience: whether parents should know when meat served in public schools carries religious dietary certification so families can make their own decisions about whether their children eat it.
