Russia’s release of a 74-year-old American teacher on Wednesday adds another chapter to a history of high-stakes negotiations that have freed U.S. citizens through presidential intervention, secret diplomacy, and exchanges involving convicted arms traffickers and Russian intelligence operatives.
Stephen James Hubbard, who spent more than four years in Russian custody, was released October 21 following a personal request from President Donald Trump to Russian President Vladimir Putin.
Trump said no prisoner was exchanged for Hubbard’s freedom, although he subsequently connected the outcome to his administration’s decision to waive new sanctions against Russia.
Trump, Putin, and the Negotiations Behind Hubbard’s Release
Hubbard, a retired teacher, Air Force veteran, and Michigan native, had been imprisoned since Russian forces captured him in eastern Ukraine in April 2022.
He moved to Ukraine in 2014 after teaching English overseas. Russian prosecutors accused him of joining Ukrainian forces and fighting against Russia following Moscow’s February 2022 invasion.
A Moscow court convicted Hubbard of mercenary activity in October 2024 and sentenced him to six years and 10 months in prison. His attorneys disputed the allegations, maintaining that he had not participated in military activities.
The Biden administration subsequently designated Hubbard as wrongfully detained.
His release followed a direct appeal from Trump and diplomatic discussions involving U.S. special envoy Steve Witkoff and Russian officials.
Putin announced the decision during an October 21 meeting with Witkoff in St. Petersburg. Kremlin spokesman Dmitry Peskov attributed the release to humanitarian considerations, including Hubbard’s poor health.
Putin aide Yuri Ushakov said the Russian president pardoned Hubbard before authorities transferred him to St. Petersburg’s Pulkovo Airport, according to the Associated Press.
Witkoff identified Russian envoy Kirill Dmitriev as another participant in the negotiations.
Trump announced that Putin agreed to release Hubbard without requiring the United States to surrender another prisoner.
However, Trump also connected Hubbard’s release to his administration’s decision to waive sanctions against Russia.
On October 16, Trump issued an executive order waiving sanctions, restrictions, and tariffs under the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026, citing U.S. national interests.
Trump subsequently said imposing those sanctions could have prevented Hubbard’s release.
Neither government has publicly disclosed the complete negotiations or established that the sanctions waiver was a formal condition of the agreement.
Hubbard’s attorneys at Boies Schiller Flexner confirmed his freedom, describing the release as the result of sustained diplomatic efforts.
The 2024 Exchange: Americans Freed for Russian Operatives
One of the largest prisoner exchanges involving Russia since the Cold War occurred on August 1, 2024.
The agreement secured the freedom of Wall Street Journal reporter Evan Gershkovich, former U.S. Marine Paul Whelan, and journalist Alsu Kurmasheva.
Russian opposition figures, including Vladimir Kara-Murza, were also released.
The State Department confirmed that Germany, Poland, Norway, and Slovenia helped facilitate the exchange. Turkey provided the location where prisoners were transferred.
Among those returned to Russia was Vadim Krasikov, who was serving a life sentence in Germany for murdering a former Chechen militant in Berlin in 2019.
His release required German authorities to participate because Krasikov was imprisoned under German jurisdiction rather than American custody.
Gershkovich had been arrested in March 2023 on espionage allegations that he, his employer, and the U.S. government rejected.
Whelan had been imprisoned since December 2018 following an espionage conviction that he also disputed.
The exchange ended more than five years of imprisonment for Whelan and approximately 16 months of detention for Gershkovich.
Brittney Griner and the ‘Merchant of Death’
Another widely publicized exchange occurred on December 8, 2022, when Russia released American basketball player Brittney Griner in exchange for convicted Russian arms trafficker Viktor Bout.
Griner had been arrested at a Moscow airport after Russian authorities discovered cannabis oil in her luggage. She pleaded guilty to drug charges and received a nine-year sentence.
Bout’s criminal record involved substantially different offenses.
A federal jury convicted him in November 2011 of conspiring to kill U.S. nationals and officers, acquire anti-aircraft missiles, and provide material support to a designated foreign terrorist organization.
Federal prosecutors said Bout agreed to supply weapons to individuals he believed represented the Revolutionary Armed Forces of Colombia, or FARC, knowing the weapons were intended for use against Americans.
He was sentenced to 25 years in federal prison in April 2012.
President Joe Biden commuted Bout’s sentence to time served, allowing his transfer to Russia as part of the agreement securing Griner’s release.
The exchange took place in the United Arab Emirates.
Whelan, another American imprisoned in Russia at the time, was not included. The Biden administration said Russian authorities would not agree to his release under that arrangement.
Marc Fogel and the Russian Cryptocurrency Operator
The Trump administration negotiated another high-profile release in February 2025.
Marc Fogel, an American schoolteacher imprisoned in Russia since 2021, returned to the United States after spending nearly four years in custody.
Russian authorities arrested Fogel after discovering marijuana in his luggage. His family maintained that he possessed the substance for medical reasons.
He received a 14-year prison sentence.
Fogel’s release was secured through diplomatic contacts involving Witkoff and Russian officials.
In return, the United States agreed to release Alexander Vinnik, a Russian national who had pleaded guilty to conspiracy to commit money laundering.
The Justice Department reported that Vinnik helped operate BTC-e, a cryptocurrency exchange that processed more than $9 billion in transactions between 2011 and 2017.
Federal investigators linked the exchange to criminal activity, including ransomware attacks, identity theft, and narcotics distribution. Prosecutors attributed at least $121 million in losses to Vinnik.
The Dallas Express previously reported on Vinnik’s expected release in connection with Fogel’s return.
Fogel and Hubbard also shared a legal connection. Both were represented by Boies Schiller Flexner, which worked to secure their freedom.
Unlike Fogel’s negotiated exchange, no corresponding prisoner release has been publicly identified in Hubbard’s case.
The 2010 Spy Swap That Included Anna Chapman
The history of negotiated releases stretches well beyond the past decade.
On July 8, 2010, the Obama administration announced an agreement to transfer 10 Russian agents back to Moscow in exchange for four prisoners held in Russia.
Among the agents was Anna Chapman, whose arrest attracted international attention.
The Justice Department confirmed that all 10 individuals pleaded guilty to conspiring to act as unlawful agents of the Russian Federation within the United States.
Several had operated under false identities while living in America.
In exchange for their transfer to Russia, Moscow agreed to release four individuals imprisoned over alleged contacts with Western intelligence agencies.
The Justice Department described the case as the result of years of counterintelligence investigations and coordination involving federal prosecutors, the FBI, and other intelligence agencies.
How Secret Prisoner Negotiations Work
Although prisoner exchanges attract international attention, negotiations are frequently conducted outside public view.
The United States maintains a formal system for responding to Americans taken hostage or wrongfully detained overseas.
The State Department’s Office of the Special Presidential Envoy for Hostage Affairs coordinates diplomatic engagement, family assistance, and cooperation among government agencies.
Under the Robert Levinson Hostage Recovery and Hostage-Taking Accountability Act of 2020, the State Department evaluates whether an American’s detention qualifies as wrongful.
Factors include the credibility of criminal charges, fairness of judicial proceedings, and whether a foreign government is holding an American to influence U.S. policy or obtain concessions.
The State Department explains that most Americans arrested overseas are involved in legitimate foreign legal proceedings. Only certain cases meet the criteria for a wrongful-detention designation.
Once a case receives that designation, specialized officials coordinate efforts to obtain the prisoner’s release.
The methods vary.
Some agreements involve exchanging prisoners held by two countries. Others require participation from a third government because a prisoner is held under its jurisdiction.
Presidential pardons, commutations, foreign legal decisions, and diplomatic arrangements may be necessary before prisoners can be transferred.
Not every release requires an exchange.
A government may also release an American following direct presidential intervention or on humanitarian grounds.
Negotiations often remain confidential until governments finalize an agreement and arrange the prisoner’s transfer.
Americans Still Imprisoned in Russia
Hubbard was the last American in Russian custody whom the State Department had formally designated as wrongfully detained, according to CBS reporting.
However, his return does not mean every American held in Russia has been released.
At least nine publicly identified Americans are believed to remain imprisoned in Russia, according to an October 22 Reuters review.
They include U.S. Army Staff Sgt. Gordon Black, musician Michael Travis Leake, and former pharmaceutical executive Eugene Spector.
The Americans are serving sentences for various offenses under Russian law. Their cases do not necessarily carry formal wrongful-detention designations from the U.S. government.
Hubbard’s release adds to a history of agreements spanning multiple presidential administrations, from the exchange of Russian intelligence operatives in 2010 to the return of American teachers in 2025 and 2026. Unlike several previous cases, Trump said no prisoner was exchanged for Hubbard, although questions remain about the role of the administration’s sanctions waiver.
Following his release, Hubbard arrived at Joint Base San Antonio-Lackland in Texas and was taken to Brooke Army Medical Center for medical and psychological care through a reintegration program for former detainees.
