
One hundred twenty-six years ago Tuesday, a hurricane struck Galveston and left behind destruction on a scale the United States has never experienced from another natural disaster.
The Great Galveston Hurricane came ashore on September 8, 1900, as an estimated Category 4 storm.
Winds exceeded 130 mph, and a storm surge of more than 15 feet swept across an island whose highest point stood less than 9 feet above sea level.
At least 8,000 people died, although some estimates place the toll as high as 12,000. More than 3,600 buildings were destroyed, according to the National Oceanic and Atmospheric Administration.
The disaster did more than devastate one Texas city. It exposed the limitations of early weather forecasting and communications. As a result, it inspired an extraordinary engineering response that physically raised Galveston from the ground.
A City With Little Warning
Galveston was a prosperous port city of approximately 37,000 people in 1900. Residents were familiar with Gulf storms, but few understood the magnitude of the hurricane approaching them that September.
U.S. Weather Bureau forecasters had known about the storm since late August but expected it to turn northeast. Cuban forecasters believed it would instead continue northwest into the Gulf, according to NOAA’s Atlantic Oceanographic and Meteorological Laboratory.
Ships encountered hurricane-force winds in the Gulf, but wireless ship-to-shore communication was not yet available. They could not provide Texas residents with the type of real-time warnings that modern coastal communities now receive.
By the time the water began rising, escape routes were disappearing.
The storm surge tore homes from their foundations and transformed lumber and debris into battering rams. Railroad bridges connecting Galveston to the mainland were destroyed, telegraph lines were severed, and much of the island was cut off from outside assistance.
Bodies were found throughout the wreckage. Attempts to bury victims at sea failed when the tide returned some of the remains to shore, forcing survivors to resort to funeral pyres.
The full number of people lost was never established.
Galveston Raises Itself
The survivors faced a question larger than how to rebuild individual homes and businesses: How could an island city remain habitable after such a catastrophe?
Their answer was one of the most ambitious civil-engineering projects of its time.
Texas lawmakers authorized Gulf Coast communities to finance seawalls and breakwaters. Construction began in 1902 on an initial seawall approximately 3 miles long, 17 feet high and 16 feet thick at its base, according to the Texas State Library and Archives Commission.
The first section was completed in 1904 and was later extended to more than 10 miles.
Galveston also raised the elevation of portions of the city. Workers lifted buildings with thousands of jacks, elevated utility lines, and pumped sand beneath streets and structures. Some sections of the island were raised by as much as 15 feet above their previous level, according to the state archives.
For a time, residents navigated a city in which homes stood on stilts and elevated walkways passed above the changing ground.
The seawall faced a major test in 1915, when another powerful hurricane struck Galveston. Although the storm caused widespread damage, only 11 people died within the city limits, according to the Galveston Historical Foundation.
A Disaster That Still Teaches
Weather science has changed radically since 1900. Satellites now monitor tropical systems from space, aircraft fly into hurricanes to collect measurements, and forecasters can distribute warnings instantly to millions of people.
Yet the central lesson of the Galveston storm remains recognizable: Forecasts and protective infrastructure matter only when information reaches people in time and communities are prepared to act.
As The Dallas Express previously reported, Texas has faced numerous destructive hurricanes since 1900. None has surpassed the Great Storm’s human toll.
Galveston’s seawall remains a visible part of the city, but its deeper legacy lies beneath streets, homes and businesses that were lifted above their former elevation.
The city did not simply replace what the hurricane destroyed. It rebuilt itself differently.
On the anniversary of the Great Storm, Galveston stands as both a monument to those who were lost and evidence of what survivors were determined to preserve.
