President Donald Trump has ordered federal agencies to launch an aggressive campaign against disease-carrying mosquitoes and ticks, beginning in Washington, D.C., with successful strategies intended to serve as a model for pest-control efforts nationwide.
Under a White House executive order signed September 29, federal agencies are tasked with reducing Asian tiger, Egyptian, and other invasive mosquito populations in the District of Columbia by 90% and tick populations by 50% by 2028.
The directive calls for changes to landscaping and drainage, controls on animals that help sustain tick populations, accelerated approval of emerging pest-control technologies, and new research aimed at diagnosing, preventing, and treating mosquito- and tick-borne illnesses.
Those illnesses range from West Nile virus and dengue to Lyme disease, Rocky Mountain spotted fever, babesiosis, and alpha-gal syndrome — conditions capable of causing neurological damage, severe allergic reactions, organ failure, and, in some cases, death.
North Texas Already Fighting West Nile
For North Texans, mosquito-borne disease is already a recurring public-health concern.
In July, The Dallas Express reported that Dallas County launched mosquito-control spraying after West Nile-positive samples were detected in far North Dallas.
The city had already conducted targeted spraying in June in several Dallas neighborhoods following additional positive samples, as previously reported by The Dallas Express.
Tarrant County also detected its first West Nile-positive mosquito samples of 2026 in Fort Worth and Grand Prairie in May.
The Texas Department of State Health Services separately confirmed the state’s first human West Nile case of 2026 in May. The Harris County patient developed West Nile neuroinvasive disease, the more serious form of the infection.
When A Mosquito Bite Attacks The Nervous System
West Nile virus is one of the most significant mosquito-borne threats in the United States.
Most infected people never know they have it. According to the Centers for Disease Control and Prevention, roughly 80% of infected people develop no symptoms, while about 20% experience an illness that may include fever, headache, body aches, joint pain, vomiting, diarrhea, rash, fatigue, and weakness.
Fewer than 1% develop severe disease affecting the central nervous system.
Those cases can cause encephalitis, meningitis, or acute flaccid myelitis. Symptoms can include high fever, severe headache, neck stiffness, confusion, tremors, seizures, muscle weakness, numbness, vision loss, paralysis, or coma.
Recovery from severe West Nile disease can take weeks or months, some neurological effects may be permanent, and about 10% of patients who develop severe central nervous system illness die, according to the CDC.
There is no specific antiviral treatment for West Nile disease.
Dengue Can Become Life-Threatening Within Hours
The Trump administration’s order also specifically targets invasive Aedes mosquitoes capable of spreading dengue, Zika, and chikungunya.
About one in four people infected with dengue become sick, according to the CDC’s dengue guidance.
Symptoms commonly include fever along with headache, pain behind the eyes, muscle or joint pain, nausea, vomiting, or rash.
Most patients recover, but roughly one in 20 people who become sick can develop severe dengue.
The CDC warns that severe dengue can become life-threatening within hours, causing shock, internal bleeding, and potentially death. Warning signs can include severe abdominal pain, repeated vomiting, bleeding from the nose or gums, blood in vomit or stool, and extreme fatigue or restlessness.
Tick-Borne Illnesses Can Progress Rapidly
Ticks present a different set of dangers.
Trump’s order specifically identifies Lyme disease, Rocky Mountain spotted fever, babesiosis, theileriosis, and alpha-gal syndrome among the conditions federal agencies are being directed to address.
Rocky Mountain spotted fever can progress particularly quickly.
The CDC describes RMSF as the most severe rickettsiosis in the United States and warns that it can become fatal within days without early antibiotic treatment.
Symptoms usually begin three to 12 days after the bite of an infected tick and may initially include fever, headache, nausea, vomiting, abdominal pain, muscle pain, and rash.
A rash may not appear during the first few days, making early diagnosis more difficult.
As the illness progresses, patients can develop altered mental status, brain swelling, respiratory failure, kidney failure, tissue death, and damage to multiple organ systems.
People who survive severe RMSF can be left with permanent complications, including hearing loss and neurological damage. Blood-vessel damage can become severe enough in some cases to require amputation.
A Tick Bite Can Trigger A Red-Meat Allergy
Trump’s order also places unusual emphasis on alpha-gal syndrome, a potentially life-threatening allergy associated with certain tick bites.
Alpha-gal is a sugar molecule naturally found in most mammals but not humans. Some ticks can introduce alpha-gal into the human body through their saliva, triggering an immune response.
People who develop alpha-gal syndrome can later experience allergic reactions after eating beef, pork, lamb, venison, dairy products, or exposure to some other products containing alpha-gal.
According to the CDC, reactions can range from relatively mild to life-threatening.
Symptoms can include hives, itching, severe stomach pain, nausea, vomiting, diarrhea, breathing difficulty, swelling of the lips or throat, dizziness, a drop in blood pressure, and anaphylaxis.
Unlike many food allergies, symptoms often do not begin immediately. The CDC says reactions commonly occur two to six hours after exposure.
Trump’s order directs the Agriculture and Health and Human Services departments to explore labeling options for food and drug products containing significant amounts of alpha-galactose in a manner similar to other allergy warnings.
HHS must also review available and potential immunotherapy treatments for the syndrome and develop a research agenda aimed at accelerating promising candidates.
Federal Government Targets Breeding Grounds
The initial campaign puts the Interior Department, Department of Agriculture, Environmental Protection Agency, and General Services Administration in charge of reducing pest populations across Washington, in consultation with HHS.
The agencies have 60 days to develop and implement the campaign.
The order directs agencies to eliminate or reduce mosquito and tick breeding grounds on federally controlled property through measures that may include mowing, drainage improvements, rain gardens, and targeted natural controls.
Agencies must also address animals that can help transport ticks or maintain diseases in an area, specifically identifying rodents and deer.
The order encourages the use of commercial pest-control technologies, including sterile insect techniques and other biotechnology-based approaches.
Trump’s order specifies that the campaign should avoid negative effects on beneficial insects, native plants and animals, parks, waterways, and recreational areas.
EPA Told To Develop Framework For New Technologies
The EPA administrator has 60 days to submit a regulatory framework for the development and environmental release of advanced mosquito- and tick-control technologies.
The framework is directed to consider sterilization techniques, safe genetic modification, and the use of beneficial bacteria.
EPA must also prioritize and expedite novel mosquito- and tick-control products that the agency determines are safe and effective.
That could expand federal reliance on technologies that suppress insect populations without depending solely on conventional pesticide spraying.
Research Push For Faster Tests And New Treatments
The order also establishes a medical-research component.
Within 90 days, HHS is directed to build upon the existing Lyme Disease Moonshot initiative by announcing prize competitions or directing research-and-development programs aimed at rapid diagnostic tests, preventive measures, and treatments for significant mosquito- and tick-borne illnesses.
The Agriculture Department has the same 90-day window to launch competitions or research programs focused on developing non-chemical methods of reducing mosquito and tick populations and the diseases they spread.
The administration intends to expand successful approaches developed through the Washington campaign into a national model.
What North Texans Can Do Now
The federal initiative will take time to implement, while mosquito and tick exposure remains an immediate concern.
Dallas already relies on mosquito surveillance, trapping, larvicides, treatment of standing water, and targeted spraying when positive mosquito pools are detected, as previously detailed by The Dallas Express.
State health officials urge Texans to remove standing water around homes, use EPA-registered insect repellent, wear protective clothing outdoors, and reduce exposure during periods of high mosquito activity.
People who develop unexplained fever, severe headache, rash, neurological symptoms, unusual weakness, joint pain, or other illness after a known tick bite or substantial exposure to wooded or brushy areas should tell their healthcare provider about the possible tick exposure.
That can be especially important with illnesses such as Rocky Mountain spotted fever, where treatment delays can allow the disease to progress rapidly.
Trump’s executive order states that the federal campaign will use available agency resources and will remain subject to congressional appropriations.
