Federal, state, and local authorities will increase patrols and pursue federal drug and firearm cases in Deep Ellum under a new operation following Halloween weekend shootings that left four people dead.
U.S. Attorney Ryan Raybould announced Operation Deep Cover on November 2. The initiative pairs uniformed and plainclothes officers with a review of neighborhood cases dating to 2024 for potential federal charges.
Raybould also announced a federal complaint charging Treyveion Dionte Demby with possessing a firearm as a convicted felon after Dallas police arrested him on November 1.
The complaint does not charge Demby with any of the killings or allege that he fired the weapon.
More officers and federal case reviews
The operation brings together Dallas police, the Texas Department of Public Safety, the FBI, the ATF, the Drug Enforcement Administration, and the U.S. Marshals Service, according to the U.S. attorney’s office.
Prosecutors plan to pursue federal charges when the facts and law support them, establish direct communication with Dallas police, and hold monthly coordination meetings. Assistant U.S. Attorneys Jeremy Fugate and Caroline Poore will lead an intake team working with Dallas County.
“We will use every federal tool available to protect this community,” Raybould said in the release.
Firearm charge follows Main Street arrest
ATF task force officer Fernando Garcia alleged in an affidavit that a Dallas officer responding to gunfire around 1 a.m. in the 2600 block of Main Street saw Demby wearing black clothing and a black ski mask while pointing a handgun toward the street.
Demby initially refused commands to drop the gun before handing it over, Garcia alleged. He then tried to run, and the officer used a Taser before officers arrested him, according to the affidavit.
The affidavit identifies the weapon as a loaded Taurus PT111 G2 9mm pistol that Dallas police had listed as stolen since 2017.
Garcia stated that Demby had four aggravated robbery convictions and received a 10-year prison sentence on February 27, 2020. State authorities released him on parole on September 29, 2025, with supervision scheduled through September 5, 2029.
The law presumes Demby innocent of the new charge unless prosecutors prove his guilt in court.
Halloween weekend toll remains provisional
Three shootings unfolded between approximately 12:20 a.m. and 1:35 a.m. November 1 along Elm, Main, and South Crowdus streets, Fox 4 KDFW reported. Police Chief Daniel Comeaux put the injury count at approximately 15, but said the total remained fluid because some victims went to hospitals on their own.
The neighborhood also experienced an August 23 shooting that wounded three people in the 2900 block of Elm Street, as The Dallas Express previously reported.
