Texas Lawmaker Files Bill That Would Penalize Men for Masturbating

AUSTIN  (WBAP/KLIF News) – Under State Representative Jessica Farrar’s bill, men would have to pay a $100 fine for “unregulated masturbatory emissions.”

The Houston Democrat said that men should have to undergo the same unnecessary and invasive procedures that she said Texas women are subjected to under recently passed state laws.

House Bill 4260, which Farrar filed last Friday, also calls on the Department of State Health Services to explain the rules in an illustrated booklet titled “A Man’s Right to Know.” The book would have medical information about vasectomies, Viagra prescriptions or colonoscopies.

Farrar said the book is a tongue-in-cheek nod to “A Woman’s Right to Know.” It’s a book produced by the state that outlines the rules regarding a state law passed in 2011 that requires women to have a sonogram and hear a detailed description of the fetus before getting an abortion.

The bill would also let doctors refuse to perform an elective vasectomy or prescribe Viagra while invoking their “personal or religious beliefs.” It would also require a rectal exam before administering the procedures.

Farrar said the bill is satirical but she hopes it will start a conversation about what issues should be priority during the legislative session.

She told the Texas Tribune that she wanted to make a point that would resonate with the public.

“What I would like to see is this make people stop and think,” Farrar told The Texas Tribune. “Maybe my colleagues aren’t capable of that but the people who voted for them, or the people that didn’t vote at all, I hope that it changes their mind and helps them to decide what the priorities are.”

Farrar is serving her 11th term as a state representative. In addition to women’s health issues, Farrar also works on sexual assault, discrimination, domestic violence and juvenile justice.
